Hate Crimes Policy Guidelines

In response to Penal Code (PC) §13519.6, POST created a model policy framework which is designed to assist in identifying and handling crimes motivated by hate and bias toward individuals and groups from legally defined protected characteristics. The policy defines appropriate steps for assisting victims and provides a guide to conducting related investigations. The policy outlines the general framework for response, reporting, training, planning, and prevention as related to law enforcement’s role in handling hate crimes. It also serves as a declaration that hate crimes are taken seriously and demonstrates how law enforcement agencies may best use their resources to investigate and solve offenses. All local law enforcement agencies are encouraged to adopt a formal policy on investigation of hate crimes, and all state law enforcement agencies are required to adopt and promulgate such a formal policy.
