Prior to this action, academy participation in the Academy Instructor Certificate Program (AICP) was voluntary. As amended, the regulations mandate that each academy providing Regular Basic Course instruction shall participate in the AICP, effective March 1, 2008, to insure that instructors meet POST standards. Prospective instructors must successfully complete the Academy Instructor Certification Course (AICC) as a prerequisite to teaching any specialized subjects taught in the Regular Basic Course. This action lists courses that are exempt from the AICC prerequisite. It also eliminates the Academy Instructor Development Course requirement that is replaced by the AICC, thereby establishing a single minimum training and certification requirement - the Academy Instructor Certification Course.
Note: Any document or training resource that is “incorporated by reference” in a regulation or procedure is deemed to be a regulation and is therefore subject to the provisions of the Administrative Procedure Act. This means the rulemaking process is required for any changes to the incorporated item.
