 SIGNIFICANT CHANGES TO ATTENDING NON-SLGCP COURSES
 
 

The Office for Domestic Preparedness (ODP) in the Office of State and Local Government Coordination and Preparedness (SLGCP) encourages State, terroritories, and Urban Areas to use funds to enhance the capabilities of State and local emergency preparedness and response personnel through development of a State homeland security training program. Allowable training-related costs under SLCGP grant programs include: 1) establishment of chemical, biological, radiological, nuclear, and explosives (CBRNE) terrorism and cyber security training programs through existing training academies, universities or junior colleges; and 2) overtime and backfill costs associated with attendance at SLGCP-sponsored and –approved CBRNE and cyber security training courses.

In support of these critical training efforts ODP has issued Information Bulletin No. 144 (pdf) dated December 17, 2004, which provides clarification on the following important issues as they relater to funding in current and previous fiscal years.

POST would like to notify you of some significant program changes as they relate to courses that have been developed in California and are being presented statewide:
  • “CONDITIONAL APPROVAL” FOR ALL COURSES WILL EXPIRE ON MARCH 15, 2005

Operational Areas (OAs) and Urban Areas (UAs) wishing to use State and Local Government Coordination and Preparedness (SLGCP) funds for previously “conditionally” approved courses are required to follow the new guidelines for attending Non-ODP Courses Related to CBRNE Terrorism.

Operational Areas and Urban Areas that previously programmed California conditionally approved courses with California providers (POST, EMSA, CFFJAC, CSTI, SFM) from January-June 2005 may utilize 03-04 HSGP and UASI training funds.

  • ATTENDING NON-SLGCP COURSES RELATED TO CBRNE TERRORISM

Effective immediately OAs and UAs are no longer required to request approval for personnel to attend Non-ODP courses that fall within the ODP mission. OAs and UAs will submit a copy of the new electronic form on all Non-ODP training they are supporting with ODP funds to the following:

1) The State Training Section either by e-mail to alex.cabassas@ca.ngb.army.mil or by FAX to 916.227.3590 and to;

2) Commission on POST either by e-mail to Ken.Whitman@post.ca.gov or by FAX to 916.227.5271.

3) This information will consist of course title, level of training, the training provider, the date of course, the number of individuals to be trained, the sponsoring jurisdiction, and the State Administrative Agency (SAA) or Urban Area Working Group (UAWG) certification.

Copy the electronic form titled Non-SLGCP Reporting Form into a Word document and either email or FAX copies of the electronic form to both POST and the State Training Section. CMD AND POST will log the request into a database and forward the electronic form to ODP where the request will be issued an ODP Control Number. The Control Number will be forwarded back to the requesting agency to be retained in the agency records.

  • ATTENDING OTHER FEDERAL COURSES RELATED TO CBRNE TERRORISM

OAs and UAs are no longer required to submit requests for personnel to attend certain Federal courses that fall within the ODP mission scope. In lieu of requesting approval, OAs and UAs will submit information on all Federal training they are supporting with ODP funds via the State Training Section either by e-mail to alex.cabassa@ca.ngb.army.mil or fax to 916.227.3590. This information will consist of course title, level of training, the training provider, the date of course, the number of individuals to be trained, the sponsoring jurisdiction, and the State Administrative Agency (SAA) or Urban Area Working Group (UAWG) certification.

Use the form titled Federal Reporting Form and save it into a Word document.

  • DEVELOPING AND INSTITUTIONALIZING NON-ODP COURSES

OAs and UAs intending to either 1) develop a new course or 2) institutionalize an existing Non-ODP course must follow the updated FY05 ODP course approval process. This revised course approval process will facilitate the sharing of best practices among states and urban areas and will help reduce duplication regionally and nationally. OAs and UAs planning to develop a new course must notify the State Training Office of their intent to do so, but do not need to forward any pre-existing course materials for advance review. OAs and UAs will be required to submit information via the State Training Section. This information will consist of the proposed course title, description of the course to be developed, the sponsoring jurisdiction, the intended audience and the State Administrative Agency (SAA) or Urban Area Working Group (UAWG) certification.

Use the form titled Develop/Institutionalization Report Form and save in Word document.

  • REQUEST OF COURSE ADDITION TO THE SLGCP ELIGIBLE FEDERAL TERRORISM TRAINING COURSES LIST

OAs and UAs wishing to have Federal Departments/Agencies courses added to the Eligible Federal Terrorism Training Course List need to have that agency submit the attached form to Homeland Security.

Use the form titled Request of Course Addition to the SLGCP Eligible Federal Training Courses List and save in Word document.
