Catherine Bacon
Instructional Designer, Learning Technology Resources

Catherine Bacon

Catherine Bacon-Davis has been with POST for 12 years, developing self-paced training, apps, and tools for the Learning Portal. Projects she has led include the Vehicle Pursuit Policy Customization Module, Domestic Violence Response and Domestic Violence Update Center, and the Incident Preparedness Assessment Tool (IPAT). She holds an MAEd in Instructional Technology from San Francisco State University.

Meagan Catafi
Public Information Legislative Liaison

Meagan Catafi

Meagan Catafi is the Legislative Liaison/PIO for the California Commission on Peace Officer Standards and Training (POST). Her role is to educate stakeholders on legislation affecting POST and law enforcement. Prior to joining POST, she served as the Training and Program Manager for the California Police Chiefs Association. There she assisted with the development of executive level training and began the grass roots advocacy that is now a much larger platform at the association. She is most proud of her involvement with the Women Leaders in Law Enforcement event. Meagan has a Bachelor’s degree in Business Management. When she’s not busy reading up on today’s legislation, she can be found with her two kids, running a half marathon or baking something delicious.

Tracy Contreras
Fiscal Services Manager

Tracy Contreras

Tracy is the Fiscal Services Manager over Accounting and Budgets at POST. She has 18 years of state accounting experience. She has worked in many areas of accounting including accounts payable, accounts receivable, general ledger, travel, revolving fund and payroll to name a few. Tracy started with POST on May 29, 2019.

Region 4 Consultant

Jeff Dunn

Jeff has been with POST since 2014 after spending over 27 years with the Kingsburg Police Department where he served in a variety of positions from Reserve Officer to Chief of Police. He often presents on topics such as course certification, agency training and background compliance, canine programs and the Reserve Peace Officer Program.

Melanie Dunn
Contract Program Manager

Melanie Dunn

Melanie works in the Training Delivery and Compliance Bureau and provides professional support to ten Regional Consultants. She has seven years of experience working intricately with EDI, including reimbursement analysis and course Plans. As a contract program manager, she has maintained numerous contracts including the review and approval of invoices; including Presenter Reimbursement Requests (PRR).

Maria Goshop
EDI Support

Maria Goshop

Maria works in the EDI/Learning Portal Support Unit at POST providing customer assistance and troubleshooting services to law enforcement agencies and course presenters who use the web-based Electronic Data Interchange (EDI) system. She also provides assistance with password problems and answers general questions regarding the POST Learning Portal.

Yurika Jimenez
Senior Accounting Officer Supervisor

Yurika Jimenez

Yurika Jimenez is the new Senior Accounting Officer Supervisor. She comes from the California Arts Council where she provided full state accounting services. Prior to working for the public sector, Yurika worked for Bank of America and Golden 1 Credit Union. Yurika holds a Degree in Business Administration and is currently pursuing a Degree in Business Management.

Don Lane
Region 5 Consultant

Don Lane

Don has served as a Senior Law Enforcement Consultant at POST since 2003 and is presently the Regional Manager for the San Francisco Bay Area. He has served as POST Project Manager for the development of the original POST SWAT Guidelines, Tactical Medical Guidelines and revision of the POST Safety Guidelines. He served as POST Project Manager for Counterterrorism. Don’s background in law enforcement includes service as a Police Lieutenant, SWAT Commander, Officer Safety/Tactics Instructor, Basic/Advanced SWAT Instructor, and has taught many other Criminal Justice/Police Science Courses as a Professor of Law. Don holds a Juris Doctor degree from Central CA College School of Law. He served in the Iraq war theater 2005-2008 for US DOJ/ICITAP as Director of International Police Training overseeing a multi-national cadre of more than 2000 International Police Training Advisors, and as Senior Advisor to the Iraqi Deputy Minister of the Interior.

Karen Lozito
Region 3 Consultant

Karen Lozito

Karen Lozito has been a Senior Law Enforcement Consultant for the Commission on Peace Officer Standards and Training (POST) since 2007. Since coming to POST, Karen served as the program manager for Command College and the Executive Development Course, and later as the Legislative Liaison and Public Information Officer. Prior to joining POST, Karen had a 27-year career with the Honolulu Police Department where she commanded the Narcotics/Vice, the Criminal Investigation, and the Training Divisions; performed undercover narcotics work; investigated sex crimes; was a hostage negotiator; supervised the Family Violence Detail; and worked in various patrol districts. Karen holds a Masters of Science degree in Criminal Justice Administration and a Bachelors of General Studies in Criminal Justice from Chaminade University of Honolulu. She is a graduate of the 183rd Session of the FBI National Academy.

Ron Mark
Director, Center for Criminal Justice Research and Training

Ron Mark

Ron Mark is the Director for the Center for Criminal Justice Research and Training (CJ Center) at California State University Long Beach (CSULB). The CJ Center is a POST and BSCC Regional Training Site. Ron is also an adjunct professor at CSULB and has taught at Concordia University in Irvine, CA. Prior to his role as the CJ Center Director, Ron spent 33 years in law enforcement working for the cities of Gardena and Signal Hill. During those years Ron worked and managed a number of assignments including special investigations, narcotics/vice, the SWAT Team, Emergency Management, and Training. Ron has been both an Operational and Administrative Commander and retired as a captain. Ron has both his Bachelors and Master’s Degrees from CSULB and is a graduate of the FBI National Academy.

Matthew O'Deane
Region 7 Consultant

Matthew O'Deane

Matthew O'Deane has worked in law enforcement for 27 years. He began his career with the National City Police Department in December of 1991. He was promoted to the rank of Patrol Sergeant before leaving the NCPD to work for the San Diego County District Attorney’s Office Bureau of Investigation in March of 2002. From 2002 to July of 2019, Matthew worked for the Bureau of Investigation as an Investigator, Supervising Investigator, and as a Commander assigned to oversee the Gang Prosecution Unit, the Narcotics Unit, Cold Case Homicide and Training Units. Matthew has a Ph.D. in Public Policy, a Masters in Public Administration, and a Bachelors in Criminal Justice.

Marty Picone
Region 2 Consultant

Marty Picone

Marty Picone has been a Senior Law Enforcement Consultant for the Commission on Peace Officer Standards and Training (POST), since 2016. Prior to joining POST, Marty was employed at the Sacramento County Sheriff’s Department as a sergeant with nearly 26 years of service, including assignments in custody and patrol as a deputy and sergeant, as well as Homeland Security. The majority of his law enforcement career, was spent in training and development of sheriff’s department personnel, serving as an academy Recruit Training Officer, Academy Coordinator, and the department’s In-Service Training and EVOC Supervisor. In addition, Marty was Co-Chair of the Sacramento Region’s Law Enforcement Training Manager’s Association. Marty has a Bachelor of Arts degree from San Jose State University, is a graduate of POST’s Supervisory Leadership Institute (Class 205).

Alan Soroka
Region 6 Consultant

Alan Soroka

Alan Soroka is the POST Regional Manager for Region 6. Region 6 covers Monterey, San Benito, San Mateo, Santa Clara and Santa Cruz Counties. Alan is a 31 year veteran of law enforcement and retired from the San Jose Police Department. During his tenure at San Jose PD he served as Training Coordinator, Lead Instructor, and Instructor Trainer in its Advanced Officer Training Division. In addition to his responsibilities with POST Region 6, Alan is also a member of the cadre tasked with presenting the POST Training Managers Workshop and Training Coordinators Course.

Michelle Weiler
Operations Supervisor

Michelle Weiler

Michelle came to POST in August 2019 and is the Staff Services Manager in the Training Delivery and Compliance Bureau. She currently oversees the Bureau’s Professional Staff, including the review of Presenter Reimbursement Requests (PRRs). Prior to joining POST, Michelle was an instructor for the POST Instructor Development Institute, worked at the Stanislaus County Sheriff’s Office Regional Training Center, and supervised the LAPD’s Instructional Design Unit. She has experience in facilitation, curriculum development, course certification, and the Electronic Data Interchange (EDI).
