December APR and Year in Review
Holiday and New Year’s Greetings From Executive Director Paul Cappitelli
This is the last APR of 2011 and my first opportunity to extend my sincerest thanks to the Commission and to all POST staff for their hard work and ongoing commitment to excellence in California law enforcement selection and training.
I feel privileged to have led the dedicated men and women of POST through a year fraught with the uncertainty of a difficult statewide budget deficit, the complexities of realignment, and the impact of unpaid work days on POST staff. Throughout these challenges, the men and women who work at POST have remained committed to the POST mission “… to continually enhance the professionalism of California law enforcement in serving its communities.” While fiscal woes have beset all sectors of the state’s economy, POST staff has remained resolute in its commitment to excellence in service to the 612 law enforcement agencies and over 92,000 peace officers, reserve officers, dispatchers, and records supervisors in the POST program.
As you know, when Governor Brown unveiled his realignment program, POST’s reimbursement funds were included in the array of state dollars slated for distribution to the 58 counties. While this was of great concern to POST and its client agencies, it was the administration’s responsibility to decide if reimbursement would remain with POST or be disbursed to each county on a per capita basis. Thankfully, in May, POST was removed from the realignment plan when the Governor concluded that the Commission was best equipped to manage the $20 million in annual training reimbursement funds. Therefore, as we enter 2012, POST is preparing a FY 2012/13 budget that assumes full funding of existing programs, replacement of obsolete Force Option Simulators, replacement of an antiquated TMAS testing system, and continuation of the important study on law enforcement driver training and safety.
I would be remiss if I did not mention that the end of this calendar year also marks the end of the careers of some dedicated men and women who will begin a new chapter in their lives as they retire from POST.
Luella Luke, an Associate Governmental Program Analyst (AGPA) in the Standards and Evaluation Bureau, retired after 41 years at POST. She is the only remaining POST employee to have been hired by Gene Muehleisen.
POST’s first Executive Director. Assistant Executive Director Mike DiMiceli retired after a distinguished 31-year career with POST.
Bureau Chief Ed Pecinovsky retired after 14 years of dedicated service to the State of California and the POST Commission.
In November, Reimbursement Supervisor Debbie Elayan retired after 40 years of service to POST.
In August, Bureau Chief Dave Spisak retired after 21 years of service to POST.
That’s 147 years of service and institutional knowledge we will have lost by the time this message reaches you. I know I speak for all Commissioners when I extend my heartfelt thanks to these terrific professionals for the service they have rendered to our constituents and the State of California.
I hope you all share my pride at what we achieved in 2011. I’ve tried to capture some of the more noteworthy milestones in the Year in Review (below the December 2011 APR). But now, with 2011 in our wake, it is time to turn our attention to the challenges that await us in 2012. As the Governor has stated, the deficit was reduced by half during his first year in office; but the second half has yet to be dealt with in the remainder of his first term. It is expected that all state departments, POST included, will share in the work needed to bring California’s budget back into balance. Notwithstanding any sacrifices POST may be called upon to make, suffice it to say that my staff and I remain committed to serving California law enforcement to the best of our abilities. Please accept my sincerest wishes for a happy Holiday Season and a safe, fulfilling New Year.

IADLEST RECOGNIZES POST ASSISTANT EXECUTIVE DIRECTOR MICHAEL DIMICELI WITH A LIFETIME MEMBERSHIP
On December 8, Assistant Executive Director Michael C. DiMiceli received a “Lifetime Membership” recognition from President Richard Clark of the International Association of Directors of Law Enforcement Standards and Training (IADLEST) in San Diego. This is an honor reserved only for those who make a lifetime contribution to international law enforcement training. IADLEST is an international organization of training managers and executives who are dedicated to the improvement of public safety personnel. IADLEST serves as the national forum of Peace Officer Standards and Training (POST) agencies, boards, and commissions, as well as state training academies throughout the United States.

UPDATED SUPERVISORY COURSE PILOTED
During December, the updated Supervisory Course, including accompanying video vignettes, was piloted in Sacramento. POST staff and subject matter resources were present to critique and document student responses to the new material. The students were engaged and interactive, and provided constructive feedback supportive of the content and instructional methodology.
The updated course remains centered on a series of video vignettes depicting a fictitious team of officers the new sergeant/supervisor will encounter. The vignettes, which are focused on leadership development, include contemporary issues such as social media and generational differences.
PowerPoint material, handouts, group exercises, and individual assignments were revised. Instructional domains were enhanced with contemporary commercial movie clips, specifically designed to complement instructor facilitation with visual examples of leadership strategies. Situational Leadership II® concepts were interwoven throughout the course.
When this updated course is presented to instructors during train-the-trainer sessions, additional revisions will be made. POST web designers have created a Supervisory Course Network to enable instructors to share innovative ideas, videos, materials, and student exercises.

LAW ENFORCEMENT CANINE GUIDELINES UPDATE COMMITTEE MEETS
The newly formed Law Enforcement Canine Guidelines Update Committee met during December 2011, in San Diego. More than 30 stakeholders participated representing all of the major law enforcement canine associations, as well as agencies and associations throughout California, including (among others):

Early work of the committee entailed reviewing previous guidelines for canine team certification, discussion of minimum performance standards, and the Canine Team Evaluator Course. The committee considered the needs of large and small agencies, as well as different deployment strategies and policies in use throughout the state. The committee is tentatively scheduled to meet again in late January or early February.

LAW ENFORCEMENT COMMAND COLLEGE ACCEPTING APPLICATIONS FOR CLASS 53
Applications are currently being accepted for Law Enforcement Command College Class 53, which begins May 13, 2012, in San Diego. The deadline for submitting applications is February 10, 2012. Applicants must meet minimum experience requirements at the time the application is submitted. Comprehensive information regarding Command College requirements, application, and curriculum may be obtained on the POST Website.

POST DELIVERS LEARNING-MANAGEMENT TOOLS FOR MAJOR PROGRAMS
The Computer Services Bureau staff has designed and delivered five secure Learning Management Applications (LMAs) to aid the learning process in the following areas:
- Sherman Block Supervisory Leadership Institute
- Command College
- Supervisory Course
- Management Course
- Career Pipeline
The Learning Management Applications, hosted on the secure section of the POST Website, provide an array of Web-based tools to assist in course management and workflow:
- Secure file sharing, allowing students to download course materials
- Online assignment submission, allowing instant transmission of completed course work to instructors
- Discussion boards for course-related conversations
- Email notifications to students and instructors when appropriate
- Online calendars showing class dates, assignment due dates, etc.
- Photo and video upload/download for multimedia course elements
- Online course evaluations
The Learning Management Applications currently serve more than 3,200 students and instructors annually.

POST STRATEGY SESSION ON CROWD CONTROL AND CRITICAL INCIDENT MANAGEMENT
In December, POST hosted a strategy session on issues related to crowd control and critical incident management to gain a better understanding of agency training needs related to incidents of civil disobedience and public protest. Representatives from the California Police Chiefs Association, California State Sheriffs' Association, California College and University Police Chiefs Association, California Peace Officers Association, and the Peace Officers Research Association of California attended the meeting, along with Executive Director Paul Cappitelli and several members of the POST leadership team.
POST staff received valuable input on the evolving nature and current challenges related to the management of critical incidents; specifically crowds, protests, and civil unrest. Participants engaged in robust discussions concerning command and control/leadership issues, pre-intervention strategies, post-intervention strategies, and successful practices gleaned from “lessons learned.”
Input from the December meeting will be used to develop the agenda for an in-depth review and revision of the 2003 POST Crowd Management and Civil Disobedience Guidelines. The curriculum review will be conducted by a comprehensive panel of subject matter resources on January 18, 19, and 20, 2012. Feedback from the strategy session and the curriculum review will be used in planning a leadership summit on civil disobedience and public protest, tentatively scheduled for March 20-22, 2012, in San Diego.

POST HOSTS DELEGATION OF POLICE OFFICIALS FROM MEXICO
On December 15, POST hosted a visit by a delegation of Mexican police officials from the training division of the Federal Public Security Secretariat (SSP). The visit was coordinated through the United States Department of Justice, International Criminal Investigative Training Assistance Program (ICITAP). ICITAP has previously facilitated visits by Indonesian police officials to study POST and basic training for peace officers.
The SSP and ICITAP will be working together to implement a standardized training program for federal level police investigative work under Mexico’s new criminal procedures code designed to improve prosecution of criminal activity in the country. The SSP officials wanted to learn about all aspects of how standards for selection and training are developed, implemented, evaluated, and updated and how POST works with academies, colleges, and other training institutions.
Bureau Chief Frank Decker and Senior Consultant Bob Ziglar met with the delegation and provided a presentation on the history, purpose, and organization of POST. They also reviewed peace officer selection standards; the content and instructional delivery system for the Regular Basic Course; instructor training; certification of academies; the Field Training Program; Continuing Professional Training; as well as supervisory, management, and executive training. The delegation was provided with a comprehensive selection of resource material on POST programs.

FIFTH POST BLOOD DRIVE OF 2011
The last POST blood drive for 2011 was held during December, in the POST parking lot. Twenty staff signed up to donate blood; 19 pints were collected. Since February 2009, POST-sponsored blood drives have resulted in the donation of 380 pints. POST began sponsoring blood drives when Blood Source, the local blood bank, moved from across the street from POST to a mid-town location less convenient for donors working in and around the POST complex. Since 2009, the bloodmobile has come to POST five times per year. While most of the donors have been POST employees, there has been enthusiastic participation from employees of the state Department of Technology Services (DTS) who once shared the office complex with POST.

ENVIRONMENTAL CRIMES SYMPOSIUM PLANNING SESSION
The CalEPA is required by statute to transfer grant funds to POST for the purpose of advancing environmental enforcement training. Over the last several years, POST has utilized these funds to develop an Environmental Crimes Course for the Learning Portal, a telecourse, and a classroom course that was piloted in early 2011. At its October meeting, the Commission authorized the Executive Director to use these funds to present a symposium on environmental crimes training.
In December 2011, POST facilitated a planning session consisting of environmental crimes prosecutors, investigators, and regulators from throughout the state to develop symposium design and curriculum. The 2012 symposium is tentatively scheduled for early fall of 2012 in San Diego. The theme of the symposium will be “Collaboration, Partnership, and Integration in Environmental Crimes Enforcement.”

Los Angeles Times made its second request for release of Peace Officer Information.
IS TODAY YOUR DAY?
POST introduced “Is Today Your Day?” - a 22-minute IACP video of POST’s SAFE Driving Campaign. The Commission has undertaken the SAFE (Situation-Appropriate, Focused, and Educated) Driving Campaign to reduce the number of law enforcement officers killed and injured in traffic accidents.

POST STAFF RECEIVES THE “2011 9-1-1 HONORS” AWARD
Special Law Enforcement Consultant Lou Madeira, POST's designated liaison to the state's public safety communications community, was one of 90 individuals in the nation to be nominated for the “2011 9-1-1 Honors Award” presented by the E9-1-1 Institute in Washington, DC.
NEW LIBRARY CATALOG
The POST Library announced the new library catalog, along with a re-designed library section of the POST Website. This improved service means that all law enforcement research material, books, journals, and articles maintained by the POST Library are integrated into one database.
NEW POST MOBILE WEBSITE DESIGNED FOR iPAD and SMARTPHONE USERS
Computer Services Bureau announced POST Mobile, a new POST Website designed for iPad and SmartPhone users. To access, POST Mobile from your iPad or SmartPhone, go to: http://www.post.ca.gov, and choose “POST Mobile Site” when asked to select a site.
POST LAUNCHES REDESIGNED EDI 4.0
The Computer Services Bureau launched EDI 4.0 with a new design focused on improving usability. The Electronic Data Interchange (EDI) is the online database which allows local agencies and presenters to report personnel actions and training attendance, and certify POST courses.
APRIL
POST WINS THE “BEST OF CALIFORNIA AWARD”
In October 2010, POST released the Compliance Dashboard and Interactive Course Catalog to allow individual officers to view and monitor their own training compliance, and to locate readily-available training courses. The Compliance Dashboard is available using a PC, an iPad, or a Smartphone through the POST Mobile Website. The Center for Digital Government has awarded POST the Best of California Award in the category "Best In-House Developed Application."
THE 2011 POST INSTRUCTOR SYMPOSIUM
The 2011 POST Instructor Training Symposium was held in San Jose. The Symposium was presented by the San Diego Regional Training Center and featured the theme, “Motivated to Train – Train to Motivate.” The symposium was attended by approximately 350 instructors, 100 of whom are Institute of Criminal Investigation (ICI) instructors.
POST STAFF PARTICIPATES IN “PERSONALITY IN LAW ENFORCEMENT” SYMPOSIUM AT THE ANNUAL MEETING OF THE SOCIETY FOR INDUSTRIAL AND ORGANIZATIONAL PSYCHOLOGY
POST Consultant Shelley Weiss Spilberg, Ph.D., participated in a symposium entitled “Personality Assessment in Law Enforcement” at the 26th annual conference of the Society of Industrial and Organizational Psychology (SIOP). The conference was attended by over 4,300 participants. In her presentation, “Personality and Psychological Assessment of California Peace Officer Candidates,” Dr. Spilberg discussed recent and ongoing efforts in California to create pre-employment peace officer psychological screening and personality assessment requirements and guidelines.
POST TO SHARE MODEL SCHOOL-BASED PUBLIC SAFETY PROGRAM NATIONALLY
POST has been developing a “career pipeline” program focusing on law enforcement partnering with schools in California to begin to “grow their own” qualified candidates. POST accepted an invitation from three national organizations (Police Foundation; National Sheriffs’ Association; and National Partnership for Careers in Law, Public Safety, Corrections, and Security) to be a partner in creating a national framework for law enforcement-related careers.
MAY
COMMAND COLLEGE ATTAINS A 25-YEAR MILESTONE
The 22 members of Command College Class 48 graduated. This represented the 25th year of Command College. Assistant Executive Director Michael DiMiceli gave the keynote address. Mike DiMiceli was instrumental in the development of the Command College. He provided insight into the program’s historical context and its mission of preparing law enforcement professionals to lead, influence, and respond to the challenges ahead.
POST REMOVED FROM REALIGNMENT PLAN

JUNE
CONTROLLER’S CERTIFICATE FOR ACHIEVING EXCELLENCE IN FINANCIAL REPORTING
POST received the State Controller’s Office (SCO) “Certificate for Achieving Excellence in Financial Reporting” for submitting accurate and timely year-end financial reports for the year ending June 30, 2010. The POST Accounting Office has also received this certificate for Fiscal Year 2007-08 and 2008-09.
SUPERVISORY LEADERSHIP INSTITUTE ANNOUNCES START OF 300TH CLASS
The Sherman Block Supervisory Leadership Institute (SBSLI) celebrated the start of its 300th class. The class was comprised of 24 sworn supervisors, representing 21 law enforcement agencies. Class 300 graduated on December 14, 2011. Since the formation of the SBSLI in 1988, a total of 6,864 students have graduated.
POST PILOTS 40-HOUR LAW ENFORCEMENT CHAPLAIN BASIC TRAINING COURSES
POST staff, in cooperation with a team of law enforcement chaplains, developed a 40-hour basic training program for members of the clergy seeking to serve as chaplains for a law enforcement organization. Pilot sessions of the course were conducted in Orange County, Folsom and Burbank. Offerings are now available statewide through a consortium of chaplains who utilize the standardized course materials.
JULY
GANGS: PC 186.22 FOR PATROL E-LEARNING COURSE IS NAMED AMERICAN BUSINESS AWARD WINNER
The American Business Awards announced that Allen Interactions was named winner of the Interactive Multimedia – Training category for its creative work with the California Commission on Peace Officer Standards and Training (POST). The award-winning Gangs: PC 186.22 for Patrol, an interactive self-paced course, was developed to help prepare California law enforcement officers to identify and respond to gang activity.
POST HOSTS DELEGATION OF POLICE OFFICIALS FROM INDONESIA
POST hosted a delegation of 16 police officials from Indonesia. The Indonesian government made a specific request for a delegation to visit California POST to further their efforts to form a national POST-type organization in their country.
PUBLIC SAFETY DISPATCHER JOB ANALYSIS AVAILABLE
The Public Safety Dispatcher Job Analysis Update 2011 Report was made available on the POST Website. POST undertook the job analysis update to capture changes that have occurred since the original 1991 job analysis was completed.
AUGUST
POST REVISES THE 40-HOUR FIELD TRAINING OFFICER COURSE
Staff from the Basic Training Bureau met with subject matter resources to review and recommend revisions to the 40-hour Field Training Officer (FTO) Course. For the 40-hour FTO Course, a four-hour block of instruction titled “Addressing Driving Issues/Driver Safety,” was added. By adjusting the time allotted to other subjects within the course, the course length remains at 40 hours.
RETROACTIVE REIMBURSEMENT FOR FISCAL YEAR 2010-11
POST was able to retroactively increase reimbursement for subsistence in certain designated high-cost counties (see Bulletin 2011-09 (pdf) for details). Also, for Training Reimbursement Requests (TRRs) submitted from July 1, 2010 through December 2010, mileage was retroactively increased from $.26 cents to $.50 per mile. TRRs submitted from January 2011 through June 2011, were paid at the rate of $.51 per mile. Retroactive payments were mailed to agencies in August 2011 totaling $1,787,015. Increased reimbursement rates will remain in effect for Fiscal Year 2011-12 and into the future, pending further notice.
SEPTEMBER
POST WEBSITE UPDATED WITH FUNCTIONAL IMPROVEMENT AND NEW LOOK
POST Computer Services Bureau (CSB) completed a six-month project to redesign the POST Website. The new design features several significant upgrades.
- “Look-and-feel” improvements (fonts, color palettes, graphical design) to improve consistency across POST’s Internet applications: EDI, Course Catalog, POST Mobile Website, Email Alerts, Learning Portal.
- Faster performance through equipment and software upgrades.
- Full compliance with modern accessibility standards. The new site complies with modern World Wide Web Consortium (W3C) accessibility guidelines for access by individuals with disabilities.
POST EXEMPTED FROM STATE HIRING FREEZE
In February 2011, Governor Brown issued Executive Order B-3-11, which placed a hiring freeze on most state departments, regardless of funding source. The Executive Order provided an exemption process to fill vacancies essential to carrying out a department’s mission. The Executive Order also provided that the Department of Finance (DOF) would work with departments to develop “targets” for budgetary reductions in lieu of the hiring freeze. In July, POST was notified by DOF that the “target” was $223,000. POST submitted a plan for this reduction in early August. The plan was approved by DOF in September 2011 and POST is no longer subject to the prohibitions of Executive Order B-3-11. POST will endeavor to fill vacancies as they occur in the hope of being fully staffed in 2012.
LEARNING PORTAL USER NUMBERS CONTINUE TO RISE
The Learning Technology Resources Bureau (LTRB) has recorded a continuing increase in the number of new users of the Learning Portal. The increase in new users has averaged 500 per month, bringing the total to 50,305 at the end of December 2011.
NUMBER OF COMMAND COLLEGE GRADUATES REACHES 1,000
Command College increased its total number of graduates to 1,002 as 24 members of Class 49 graduated.
MASTER INSTRUCTOR COURSE GRADUATE EARNS UNITED STATES DEPARTMENT OF JUSTICE $500,000 GRANT
After ten months of learning and applying the Instructional Systems Design process, learned through the POST Master Instructor Certification Course (MICC), Oakland Police Department Criminalist II Bonnie Cheng developed a 24-hour interactive course about the role biological evidence plays in a criminal investigation from the crime scene to the courtroom.
During MICC training, Ms. Cheng discovered and applied for a grant offered by the United States Department of Justice (DOJ). The Office of Justice Programs, National Institute of Justice was seeking applications for funding to support forensic science training and research.
Ms. Cheng was awarded a $500,000 grant, which consists of delivering the 24-hour course she developed in five states over the next three years. This course teaches students to recognize, collect, package, and store biological evidence; familiarization with DNA databases and knowing when and how to utilize them; and reading and understanding laboratory reports and knowing steps to take when presenting biological evidence aspect of a case to the prosecuting attorney.
OCTOBER
FIRST “DID YOU KNOW” VIDEO RELEASED
The first “Did You Know?” video was premiered at the SAFE Driving Campaign meeting. The “Did You Know?” video series are 30 to 90 seconds in length and deliver a strong training message in a quick and dynamic way. They are produced by the Learning Technology Resources Bureau. This video was viewed 12,000 times in the three weeks following its release and can be viewed on the SAFE Driving Campaign website or on the Learning Portal under Quick Links.
NOVEMBER
POST COMMENCES REVIEW OF CROWD CONTROL AND USE OF FORCE TRAINING
Recent events in the “Occupy” movement suggest that the dynamics of modern day civil disobedience are different from those of the past and call for a review of existing strategies and tactics. POST’s Crowd Management and Civil Disobedience Guidelines were last updated in 2003. In light of recent events, staff is planning a summit on crowd control in early 2012.
“CAREER PIPELINE” CONCEPT PUBLISHED IN POLICE CHIEF MAGAZINE
POST’s “career pipeline” concept was featured in an article in the November edition of the International Association of Chiefs of Police (IACP) Police Chief magazine. The article, “Establishing a Career Pipeline in Public Schools,” was one of three peer-reviewed manuscripts accepted for publication on the topic of innovative education and training programs.
A methodology for collaborating with educational institutions to build a career pipeline is being detailed in a program guide, with an accompanying DVD, that is projected for completion in January 2012.
POST has accepted an invitation from the National Partnership for Careers in Law Enforcement to be a partner in an endeavor to create a national model career pipeline framework for law-enforcement-related careers.
STATE AGENCY RECOGNITION AWARDS
The Department of General Services (DGS) hosted the 12th Annual State Agency Recognition Awards (SARA) presentation during November. The SARA honors state departments for outstanding achievements in Small Business (SB) advocacy and for contracting success with Small Businesses and Disabled Veteran Business Enterprises. Contracts Officer Heather Camp was nominated for Small Business Advocate of the Year and Administrative Services Bureau’s Business Services section, under the management of Al Jorrin, was nominated for furthering the “Best Practice” activities for Small Business and Disabled Veteran Business Enterprises. Ms. Camp and Mr. Jorrin received certificates of appreciation from DGS for their good work.
PHYSICAL TRAINING INSTRUCTOR COURSE PRESENTED
The Physical Training Instructor Course was presented at the Sacramento Police Academy. It was the fourth and final presentation of this course for 2011. In all, 82 instructors were trained on the new Basic Course physical training curriculum that will be required effective January 1, 2012.
POST PRESENTS AT PORAC ANNUAL CONFERENCE
The Peace Officers Research Association of California (PORAC) annual conference was held in Reno, Nevada. POST Executive Director Paul Cappitelli and Senior Consultant Robert “R.C.” Smith delivered a two-hour session entitled “Police Driving – Russian Roulette behind the Wheel.”
POST PRESENTS AT COPSWEST
The annual COPSWEST trade show and training was held. POST Executive Director Paul Cappitelli, Senior Consultant Robert “R.C.” Smith, Dr. Bryan Vila of Washington State University, Spokane, and a member of the SAFE Driving Campaign Research Team delivered a two-hour session entitled “Fatigue, Fitness and Fast Cars: Keys to SAFE Driving in your Agency.”
The Administrative Progress Report is a monthly status report that informs POST Commissioners and the California law enforcement community of recent progress on POST projects and instructional programs under development, and other information of importance to our mission to continually enhance the professionalism of California law enforcement.
