Basic Training Bureau Begins Revision of Field Training Officer Basic Course

The Basic Training Bureau’s (BTB) Field Training Program staff members hosted a workshop from December 12-15, 2022. During this workshop, subject matter experts from across the state gathered to begin revising the current course materials for the Field Training Officer Basic Course (40 hours). The same group of subject matter experts will meet again in February to complete the revisions of the course material to be shared with POST-certified Field Training Officer presenters next year.

Vehicle Theft Investigation (ICI) Course Update Project

On January 3-5, 2023, the Vehicle Theft Investigation (ICI) Course Update Project commenced with a Pismo Beach workshop. This 40-hour ICI Foundation Specialty course was originally developed in approximately 2012 to provide detectives with the information and skills needed to successfully conduct vehicle theft investigations. The Commission on Peace Officer Standards and Training (POST) Training Program Services Bureau, the State Center Regional Training Facility at Fresno City College, the Los Angeles Police Department, and the California Highway Patrol participated in the workshop. The purpose of the project is to take a fresh look at the course curriculum and update it, as deemed appropriate, to ensure the training continues to be relevant and contemporary.

Organizational Wellness and Resilience (POWR) Application Now Live

POST is pleased to announce the POST Organizational Wellness and Resilience (POWR) program. POWR is designed to be a customized approach to organizational wellness, and is inclusive of all law enforcement professionals, sworn and professional staff. 

POST has partnered with the University of California, San Diego (UCSD) Centers for Integrative Health as they are one of the top 15 research organizations worldwide. UC San Diego Centers for Integrative Health has developed dozens of wellness programs for populations including homeland security, peace officers, health professionals, and first responders. 

Applications will be accepted on a quarterly basis, which will be reviewed and vetted by POST staff. Submission of an application does not guarantee placement into the program and POST staff will have the final authority in determining participation. Application periods are listed on the POST Website. The current application period will close February 12, 2023. 

Selected applicants will participate in an onboarding process with UCSD Centers for Integrated Heath personnel, POST staff, and potential stakeholders. The initial assessment is designed to identify agency specific organizational health and wellness needs to develop strategies and tactics for implementation of a customized program. 

Funds allocated by the Governor’s office for the POWR program will expire June 30, 2025. POST and UCSD Centers for Integrated Health are committed to helping agencies create a long lasting and sustainable organizational wellness and resiliency program.

Basic Course Certification Review (BCCR) of Long Beach Police Department Academy

The Basic Training Bureau recently conducted a Basic Course Certification Review (BCCR) of the Long Beach Police Department Academy. The BCCR is an in-depth review of Basic Course presenters and the certification of their courses to promote the quality, integrity, and safety of entry-level peace officer training in California. POST ensures all certified Basic Course presenters are in compliance with Penal and Government Codes related to POST, Commission Regulations, Commission Procedures, and the Training and Testing Specifications.

The BTB hosted a workshop January 23-26, 2023, to update the Field Training Program Supervisor/Administrator/Coordinator (SAC) course. The SAC course is required within 12 months for a supervisor overseeing an agency’s field training program. The same group of subject matter experts will reconvene in March to finalize the course updates.

POST Releases Informational Video on Peace Officer Certification Requirements and Accountability Standards   

POST has released an informational video highlighting its implementation of the new peace officer certification requirements in California, as outlined in Senate Bill (SB) 2. The video features the new requirements as enacted by law, and also gives an overview of POST’s newly created division within the organization, the Peace Officer Standards Accountability Division (POSAD). 

Coinciding with the launch of the video, POST has finalized all processes and procedures, pertaining to peace officer misconduct, to comply with the law. As of January 1, 2023, POSAD is responsible for all items related to peace officer certification and the decertification process.

Basic Training Bureau Begins Revision of Field Training Program Guide 

The BTB hosted a workshop January 9-13, 2023, to revise the Field Training Program Guide, which was last revised in 2014. The guide should be used as a model for developing a Field Training Program. The same group of subject matter experts will meet again in April to complete the revisions of the manual.

POST Learning Portal Moving to New Learning Management System (LMS) June 2023

POST has started the process of transitioning to a new Learning Management System (LMS) to support the POST Learning Portal. Learning Technology Resources (LTR) is leading the project with contributions from stakeholders within POST and from the field. Beginning June 2023, the Learning Portal will run on the Blackboard platform, providing new and improved functionality to serve the field.

Improvements include a new learner dashboard with clear information about completed, in-progress, and upcoming courses. The new system has better search and sorting capabilities and offers training managers trouble-free course assignment and reporting features. 
Additional details and information about this project, including informational sessions, will be provided directly to all portal users over the next six months. We look forward to preparing for a successful transition to the new LMS.

Robby comes to POST with over two decades of law enforcement experience. Robby started his law enforcement career with at the Yuba County Sheriff’s Office and was ultimately hired by the Nevada County Sheriff’s Office. In Nevada County, Robby served in all divisions of the sheriff’s office and obtained the rank of lieutenant. Robby has a graduate degree in Justice Management from University of Nevada, Reno and has taught at both Sierra College and Yuba College. Robby is assigned as a Law Enforcement Consultant II in the Professional Conduct II Bureau.

Phil previously worked at POST as a Law Enforcement Consultant in the Basic Training Bureau, and as a Bureau Chief in the Strategic Communications and Research Bureau.
Prior to working at POST, Phil retired as a Lieutenant from the Fresno County Sheriff’s Office after 34 years of service with many different assignments. After retiring from the sheriff’s office, Phil worked as a reserve police officer at the Chowchilla Police Department. Phil earned a Bachelor and Master’s degree in Criminology from CSU, Fresno. He has a lifetime college teaching credential in police science and a POST Academy Instructor Certification Course certification. Phil is currently assigned as a Retired Annuitant Law Enforcement Consultant II in the Professional Conduct IV Bureau.

Peace officers: training

Current law requires specified categories of law enforcement officers to meet training standards pursuant to courses of training certified by the Commission on Peace Officer Standards and Training (POST). Current law requires POST to require field training officers who are instructors for the field training program to have at least 8 hours of crisis intervention behavioral health training to better train new peace officers on how to effectively interact with persons with mental illness or intellectual disability. This bill would require the commission to revise that training to include instruction on how to effectively interact with persons with Alzheimer’s disease or dementia.

Peace officers: tribal police

Current federal law authorizes tribal governments to employ tribal police for the enforcement of tribal law on tribal lands. Current federal law requires the State of California to exercise criminal jurisdiction on Indian lands. Current state law deems a tribal police officer who has been deputized or appointed by a county sheriff as a reserve or auxiliary deputy to be a peace officer in the State of California. This bill would express the intent of the Legislature to enact legislation to facilitate greater self-governance in the area of law enforcement by tribal governments and tribal police by granting more consistent authority to tribal police to enforce state laws and by granting tribal police access to the California Law Enforcement Telecommunications System. The bill also makes related findings and declarations.

Child abuse or neglect reports

The Child Abuse and Neglect Reporting Act requires a mandated reporter to report whenever they know or reasonably suspect that a child has been the victim of child abuse or neglect. Current law also authorizes any other person to report known or suspected child abuse or neglect. Under current law, reports of suspected child abuse or neglect are made to any police department, sheriff’s department, county probation department, if designated by the county to receive mandated reports, or county welfare department. This bill would require an agency that receives a report of known or suspected child abuse to take specified actions, including requiring an investigator to make contact with the person who made the report and visit the child, who is the subject of the report, in person to determine if the child should be removed from the home during the pendency of an investigation into a report of child abuse or neglect.
