Compliance, Audit, and Accountability Bureau

Bureau Overview

The mission of the Compliance, Audit, and Accountability Bureau (CAAB) is to ensure POST maintains the highest standards of integrity, efficiency, and accountability in all aspects of operations. Fiscal stewardship is an important part of CAAB’s mission: CAAB auditors work with other Bureaus to ensure POST expenditures are prudent, within policy, and align with POST’s overall strategy. CAAB also provides quality control for POST programs and services, performing qualitative assessments and, where appropriate, offering remediation guidance and suggestions for improvement.

CAAB is a service Bureau and welcomes input and review requests that fall under the CAAB mission from all POST Bureaus and partners. Inquiries may be directed to CAAB at (916) 226-2309.

Quality Assessment Team

Staffed by Law Enforcement Consultants, the Quality Assessment Team conducts qualitative assessments of POST programs and initiatives to identify best practices, gaps between program goals and execution, and overall compliance with POST policies, state law, and regulations.

Quality Assessment Program

The Quality Assessment Team administers POST’s Quality Assessment Program (QAP). Initiated in 2011, the QAP is an external-facing program in which QAP evaluators – themselves highly-skilled law enforcement training instructors – observe POST-certified training courses and provide detailed feedback on course content, delivery, and course administration. More information about the QAP is found in our QAP FAQ page.

Audit Team

The Audit Team manages POST’s internal audit program. The Audit Team works with all POST Bureaus to provide independent review of contracts, reimbursements, purchasing, accounting, capital assets, and other audits deemed necessary by POST management. The Audit Team’s goal is to make rigorous internal auditing a routine part of POST’s business process.

Policy and Administration Team

The Policy and Administration Team works closely with other CAAB personnel and all POST Bureaus to find opportunities to improve overall performance through policy amendment and formulation. The team will identify best practices developed across the enterprise, which will serve as the foundation for policy modification and formulation. The team’s goal is to develop policy to drive innovation and enhance effectiveness and efficiency.
