Compliance, Audit, and Accountability Bureau
Bureau Overview
The mission of Compliance, Audit, and Accountability Bureau (CAAB) is to ensure POST maintains the highest standards of integrity, efficiency, and accountability in all aspects of operations. Fiscal stewardship is an important part of CAAB’s mission: CAAB auditors work with other Bureaus to ensure POST expenditures are prudent, within policy, and align with POST’s overall strategy. CAAB also provides quality control for POST programs and services, performing qualitative assessments and, where appropriate, offering remediation guidance/suggestions for improvement.
CAAB is a service Bureau and welcomes input and review requests that fall under the CAAB mission from all POST Bureaus and partners. Inquiries may be directed to CAAB at (916) 226-2309.

Quality Team
Staffed by Law Enforcement Consultants, the Quality Team (QT) reviews POST programs and services. QT personnel conduct comprehensive assessments to identify best practices; gaps between program goals and execution; and overall compliance with POST policies, state law, and regulations.
One standing requirement of QT is review of Peace Officer Standards Accountability Division (POSAD) serious misconduct case outcomes. QT will partner with the three regional investigative Bureaus to ensure Legislative and Commission guidelines for case closings are observed and implemented consistently across the Division.
Quality Assessment Program
Another standing requirement of QT is administration of POST’s Quality Assessment Program (QAP). The QAP is a longstanding external-facing program which evaluates the design and delivery of POST certified training and provides recommendations for both POST and training providers in improving training quality. Compliance Team
The Compliance Team (CT) is the auditing arm of CAAB and will manage POST’s internal audit program. The CT will work with all POST Bureaus to provide independent review of contracts, reimbursements, purchasing, accounting, capital assets, and other audits deemed necessary by POST management.
Policy Team
The Policy Team (PT) will work closely with QT, CT, and all POST Bureaus to find opportunities to improve overall performance through policy amendment and formulation. PT will identify best practices developed across the enterprise, which will serve as the foundation for policy modification and formulation. PT’s goal is to develop policy to drive innovation to enhance effectiveness and efficiency.
